Adult Education

The Adult Education Program at LCFS serves refugees and immigrants in Northeast Philadelphia, West Philadelphia, and Upper Darby.  Many of the students we serve are recently arrived immigrants and refugees.  We also serve immigrants who are senior citizens at two locations.  We offer ESL and GED courses, Driver's License interpretation assistance and Fair Housing Trainings sessions.  We always need volunteers to share their time and talents with this underserved portion of the population, and there's a link below for our volunteer application if you're interested.

Driver's License Interpretation Program
Lutheran Children and Family Service is on a list of agencies permitted by the Pennsylvania Department of Transportation (PennDOT) to provide interpretation for immigrants taking the Pennsylvania Driver's Test.

We currently provide interpretation for the following languages: 
  • Russian
  • Albanian
  • Amheric
  • Arabic
  • Urdu
  • French
To prepare for a PA Driver's License Test, please do the following:

  1. Go to the nearest PennDOT location to get a PA Driver's Manual or download this manual from http://www.dmv.state.pa.us/drivers_manual/pa_driversman.shtml.  This manual contains all information covered on the test. 
  2. Study the manual. Our interpreters will not provide answers, so it is not possible to pass the test without studying! 
  3. Make sure that you have completed your physical and have all necessary documents.  For information on required documents, listed by immigration status, click here.
  4. Contact our office (215-747-7500 Ext. 257) to request service.
  5. Come to our office to take a practice test, or print out one of our on-line practice tests (listed below by available languages.)  Do this test without help.  If you cannot pass this test without help, you will probably not pass the actual test at PennDOT and all interpretation fees will be wasted.
  6. After passing the practice test, make out a money order to Program 154, LCFS,  and send it to:

When the money order is received, you will be contacted to set up a date for when the service can be provided.

Fair Housing Trainings

Let your clients and staff know about their housing rights!

U.S. Law prohibits landlords, realtors, and mortgage companies  from discriminating based on any of the following:

  • race;
  • religion;
  • national origin;
  • gender;
  • disability;
  • having children.
Unfortunately, housing discrimination is still common, and with some populations the problem appears to be on the rise. 

The Adult Education program at LCFS, in collaboration with the Fair Housing Council of Suburban Philadelphia, is working to promote greater understanding of housing discrimination law in Southeast Pennsylvania.  

We can provide a free one-hour training for staff at your agency, so they can be informed when relating to clients about their housing needs.

In addition, we can provide free trainings, ranging in length from 1 - 2.5 hours, in community ESL, GED, ABE classes at your locations.

These trainings allow participants to recognize housing discrimination to learn about free legal help in cases where their legal rights are being violated.

In addition, the training can be designed to briefly discuss any of the following:

  • finding housing;
  • reading and understanding a lease;
  • legal rights of people being evicted.
